Professor Dali Yang spoke on modernization and governance. He noted that with the deepening of the anti-corruption campaign in China, the bureaucracy is increasingly willing to delegate power to lower levels. Such delegation also allows central government agencies to pass on certain political risks to local governments. China’s leaders faced daunting challenges to meet rising public expectations on a growing spectrum of issues, including food and environmental safety. The Chinese government continues to adjust the regulatory agencies in these and other areas but effective regulation requires rebuilding public trust.
